From Orphanages to Families

In 2022, the Kenyan government published its National Care Reform Strategy, committing to bringing all children in orphanages back into family and community-based care by 2032, so that every child can grow up with the love and safety they deserve. Hope and Homes for Children is cooperating with the Kenyan government to achieve this objective with the financial support of Fondation Dora.

Nationally, Hope and Homes for Children is working with the government, practitioners and civil society organisations to build capacity, develop implementation action plans and improve co-ordination between all parties involved in care reform. A pilot project has started in Nakuru County and, eight months down the road, significant progress has been achieved:
All 11 Nakuru sub-counties have committed to developing their own care reform strategy to align with national strategy. Fifteen orphanages have committed to transitioning into family and community services.
Care reform implementation tools have now been developed in collaboration with local authorities to guide consistent, localised action plans.
Over 150 stakeholders – including children’s officers, orphanage directors and community paralegals – have been trained in care reform, child rights and prevention of family separation.
Gaining the commitment of local government leadership has been a major achievement and a significant step in advancing care reform, bringing us closer to a future where every child can grow up in a loving family, not an orphanage.
