Improving emotional attachments

Piloted by the International Catholic Child Bureau (BICE), this programme in Russia aims to open up institutions to parents, volunteers and experts with the ultimate goal of deinstitutionalising the children who live there. The general objective of the programme is to respect the fundamental human right of disabled children to live in the community and develop their full potential according to the Convention of the Rights of the Child and the Convention on the Rights of Persons with Disabilities. It also aims to help disabled children establish or re-establish communication with, and emotional attachments to, their families and other people external to the institution.
